This is the nerdy part!
Dry ice is CO2 which has been captured before it is released into the atmosphere. Stored in large tanks, it is frozen to a temperature of about -78 degree Celsius and pressed into 3mm pellets.

I use an air compressor and a dry ice hopper which can crush the ice and regulate flow rate. Blasting it onto a surface, the dry ice will create a thermal reaction lifting the dirt off the surface. The compressed air will blow the dirt away, the dry ice evaporates.

Dry ice can take large flakey rust away but it will not make a rust stained surface look like shiny metal. When something is rusty it means that the rust soaked into the metal which would only go away if the metal went away. This can be achieved for example with sandblasting but I wouldn't recommend throwing a lot of sand at a motor and effectively eating material away.
